Email drafts populating the wrong recipients.

I’ve created an email flow in which three drafts (spread three weeks apart) are generated to recipients from a google sheet. The drafts are generated fine, with the exception that they are all addressed to the same recipient (from the test while editing) and I cannot figure it out. I’ve turned the Zap of and back on several times and refreshed fields to no avail. 


Any suggestions on why this is happening and how to resolve it?

I’ve searched this issue and haven’t found an answer.

The screenshots do not show how Step 9 and Step 11 are configured.

Step 7, shows the TO field has a variable mapped from GSheets in Step.
