Before we dig deeper into this, would you mind confirming what type of plan you have with SEMrush? I'm wondering if this could be a billing issue. I took a look at their pricing page and noticed API access seems to be reserved for their Business plans (far right side):

Zapier uses APIs to send your information from one service to another, so if you don't have that Business plan, my hunch is that the error is SEMrush denying our request. You may want to check in with them to confirm this is actually the case. If true, that would mean you won't be able to use SEMrush's Zapier app at all unless you upgrade to that Business plan. That's not particularly unusual—some services block access to their API on lower subscription levels.
