Hire expert to create SMS notification when quote status is "sent" in Xero

Hi,

We need the ability to send our customers SMS notifications when a new quote status is "sent" in our Xero account.  Also we need the ability to do the same when a new invoice is created and status is "approved".

I believe that we need to use Web hooks for this but don't have any experience with this. 

Can anyone help?
