I want to create a zap between Paypal and Zoom - when someone purchases a program they are added to Zoom as a registered attendee. Problem is it only seems to work for Zoom Webinars, not Zoom Meetings. Is that correct? Is there a workaround? I looked at the Custom tab in the Upcoming Webinar field but I’m not sure if/how it can be used.

Yep, sadly the Zapier integration only works for webinars.
