Zapier does not currently have any direct action to send messages using Rally Corp, but you can set up a Campaign in Rally Corp and add contact to it or add a tag to contact and Create campaign to send message to the contact.
Btw Rally Corp also supports a direct integration with Classy as well so you might be able to do it directly as well.
