I have a zap from facebook to pipedrive, with 2 actions and less than 750 tasks, but it does not want to publish the zap unless i upgrade my plan. Why?
I have no other zaps.
Its the only one.

FB Lead Ads is a Premium Zap app that requires a Zapier paid plan in order to turn the Zap ON.

So there is no way, to send the facebook leads from facebook to a CRM (with or without using zapier) that is free?

To use the FB Lead Ads Zap app in a Zap that is ON would require a Zapier paid plan.
You would have to explore other methods of getting the data to the desired destination using 2 step Zaps and Zap apps that are not Premium apps.
