Filter not working

I created a filter to prevent emoji reactions with more than 2 emojis from being created in Notion. It passes test cases where there is only 1 emoji reaction however with multiple emoji reactions, tasks are still getting created in Notion. They are failing the filter but still passing onto the next step.

With my test data its working fine but in actuality its still creating entries.
