Is it possible to create a Zap that can upload to IG reels when a file is uploaded to a specific google drive folder?
Doesn’t seem like it is out of the box. Could this be achieved through webhooks instead?

Posting to Instagram Reels is not supported yet. It’s currently a feature request and I’ve added you to it. I don’t have a timeframe of when this would be supported but we’ll be sure to let you know once we do :)
