The Klaviyo API outlines how to do this, however, the Zapier App doesn’t seem to support. Has anyone been able to push SMS Consent to Klaviyo?

You can add an action if it’s not natively provided in Zapier via “Webhook by Zapier”. It may get technical as there are bit of coding involved.
You can read the Klaviyo’s API documentation and use “Webhook by Zapier” to make a POST request to Klaviyo’s SMS Consent endpoint to send data from Zapier to Klaviyo.
