I’m keen on using the free plan and would like to enquire if the following steps is free? 
Is this considered a 2 step zap?
Is the filter considered a free function?

No, it would be a multi-step Zap as there is one trigger and two action steps.

 

Is the filter considered a free function?

Filter action tasks are now free, but you can only use filters on paid accounts.
