Hubspot: Can contact zaps that create or update contacts be limited to a specific type of customer?

With our Hubspot database, we have many types of customers that we are uploading to Hubspot.  We would like to limit the customers in our Hubspot to be decision-makers or upper management. 

Is there any way that Zapier can read further into a customer create/update? Can it limit the customers it creates/updates to managers and admins if specified?

Assuming the data is called out in your zap, you can use Filters to set conditional logic: “only continue if ...”

My assumption to this is the conditional logic must be coming from where the zap starts, correct? So for instance, if our Zendesk has specification that they are a manager, the zap will need to say 

>only continue if zendesk customer has role manager

That’s correct. If you have some field in your trigger data that you can filter against, you can add a Filter step and say Only continue if...field X contains value Y. Sounds like you have such a field in Zendesk :)
