I have a google form which is also uploading files - these files are being stored in google drive - when connecting to zapier - the files are not actually being downloaded but instead am getting “servicelogin” file - assuming zapier did not have access to those files even if there is an associated connection for it.

To use files in Zaps, the files need to be publicly accessible.
Try changing the sharing permissions on the GDrive folder.
You can always test by opening a file link in a private browser to see if it renders or downloads.
