I am trying to issue badges from HubSpot to Credly and create a Printable Certificate template. The challenge I am running into is the Issue Badge does not give me the field of evidence data. We use the evidence data as a specific ID number for the user. Is there a way to issue the badge and have the evidence field zapped in?

Most Zap apps are created and managed by the app developer using the Zapier Developer Platform.
You may want to try reaching out to Credly Support for help with their Zap app integration.
