The requiremment is to create an user on devOps whenever a user is created on the zoho people.
We are using add record as a trigger on zoho people but there is no option of creting a user in devOps.
Please let me know if this is feasible or not

To checjk what kind of triggers and actions are available for different apps, you can check the Zapier “apps” section. For Azure DeOps for example, I indeed don’t see an action to create a new user. This means Zapier doesn’t support this (yet).
As alternative, you could always create some function yourself by using some code and the DevOps API
