Actions by others' accounts as trigger

I’m sure this has been asked and discussed in the past but I haven’t located the thread.

Can I create a Zap whose trigger is an action performed by an account other than my own?

For instance - when User X posts a new photo to his Flickr, it will save to a board in my Feedly.

Only if the particular app supports it.

For example, you can create a zap that triggers on tweets for anyone matching a search term.

For what you want to do with Flickr, it’s not possible.
