Right now I am developing a CRM SaaS. I want to create Zaiper APP for my CRM which will help to connect my CRM Users to other 3rd party platform using all the integration.

I want to know as :-

  1. is Zaiper APP development and publish free or need to pay ?

Those prices are for the clients using Zapier and probably using your custom App/Module. 
Creating your own module is free. Clients who would like to use Zapier to automate pay the pricing you mention above.
