How can I dehydrate a file?

I am trying to read the contents of a file so I can process the fields in it...The file is represented with hydrate in the URL.  My understanding is this is the reference to the file in zapier.  How do I get to the contents of this file?

I have also tried to use the URL reference to the file in a GET webhook.  This returnes “Error downloading file from third-part app”

I tried to access this URL too and got the same error and the HTTP status code was 404. I guess the hydrator function that downloads the file wasn’t able to fetch the file from the API it works with. Maybe the file doesn’t exist.
