Upgrade notice when trying to publish Zap

I'm trying to publish my first Zap (with 1x trigger and 1x action, which I believe is allowed with a free account), but each time I go to publish, it says I have to upgrade to premium apps.... Can anyone advise?  Thanks

Webhooks is a Premium Zap app.
