WhatsApp Notifications greyed out?

I was just getting started with Zapier and could not use the WhatsApp function. Is it because I am on a free plan? Due to restrictions regarding my country (EU)?

That means I cannot send from my phone a WhatsApp message TO trigger a workflow?
Or does that mean I cannot send FROM a workflow via WhatsApp (to my phone)

WhatsApp Notifications Zap app can only be used in steps 2+ in a Zap, not at Zap step 1.
