Troubleshooting Twilio call not working with Zapier webhook

I have a zap 274466857 to trigger twillio phone call based on a webhook.

It ran twice today, HKT 10Sep at around 4am and 5pm. Zapier shows both success but actually I didn’t receive the call for the first running. Can you confirm with it?
