Trouble with Active User Metrics under Partner Program: No Growth Despite Engagement

As partners with Zapier, our objective under the Partner Program has been to boost the number of active users on Zapier. To achieve this, we've motivated users to create and activate a zap. Despite these efforts, we've observed that the metric for active users hasn't shown significant growth. Presently, it stands at 15, which is puzzling considering our engagement with a substantially higher number of users to accomplish this task. We have good reason to believe that these users have successfully created and are operating at least one zap. We are seeking clarification on why there isn't an apparent increase in the active user count.
