I created a Zap couple of weeks ago. Basically it’s forwarding email (Gmail) from certain sender and with certain subject to certain address. Today I found out that this Zap was working although it was turned off… 🤔

Good question.
If there is a Zap ON that is running in your Zapier account, it will show data in the Zap Runs, which you can use to trace and troubleshoot: https://zapier.com/app/history/
Otherwise, there could be a Zap ON in a different Zapier account.
OR perhaps there is a Gmail rule configured to forward the email.
