When i set up Delay by Zapier → Delay until → Date and Time is in the future, but its not waiting , it’s just continue to the next action right away (sending email in this case)

I think the issue is with the timezone, make sure your account has the correct time zone set up as timezone you are using in the zap might be in the past because of setting that you have set up for “Always Continue” comes into effect and the zap runs without delay as the time is in the past.
