It looks like you’re running into a throttling issue in Gmail. The rate-limiting policy of Gmail does not only cover Zapier and the use of Google in Zaps — this covers all activities in the Google account: https://support.google.com/mail/answer/22839?hl=en#zippy=%2Cyou-have-reached-a-limit-for-sending-mail
I would recommend checking other activities or connections to the Google account apart from Zapier and see if there's anything that can be turned off or minimized. I would also recommend reconnecting the Google accounts used (Gmail or Google Sheets) through the My Apps page: https://zapier.com/app/connections.
