Failed to Create ChatGPT Conversation: Insufficient Quota' Error

I am trying to create an automation using chatgpt. I have both chatgpt plus and usage credit available. I have added card and even auto recharge functionality. But still my chatgpt test gives me the following error. Its been a day and after trying all the previous similar post solutions I am still struck. - 

Failed to create a conversation in ChatGPT

[insufficient_quota] You exceeded your current quota, please check your plan and billing details.

I’m sorry to hear about the inconvenience here.

Upon checking, the error indicates the linked ChatGPT API key or account has hit its maximum monthly spend (hard limit) for the API.

Please check your current OpenAI API quota in your account settings here. You can see how many tokens your requests have consumed here. If you use a free OpenAPI plan, consider upgrading to a pay-as-you-go plan offering a higher quota.
