We will need to see screenshots with how the steps are outlined and configured in order to have context about the error.
the problem is supposed to be caused by the 4 step. so I am attaching images of how I have mapped the fields.

The # Potential Users expects a number (can be a decimal as indicated by the 1.0)
The mapped variable value is not a valid number.
Also, check the Existing Routes field.
