The Zoom zap has a trigger that is New Recording. This exposes the download links.
You can have your second task email by Zapier or use Gmail/outlook etc. and merge into the body of the email this downloadable link.
If you are saving the recording on your own computer rather than using Zoom cloud storage, you can set the saved file location in Zoom to be a dropbox or Google drive folder and put the location into a Google sheet. From there you can put that link into an email.
You might need to figure out a little workflow that gives you the email address to send the email to.
