PayPal Zap Not Firing - How to fix IPN Issues?

Hi, I know that PayPal problems are generally due to IPN issues. Could someone explain how to fix them? 

I’m pretty sure that my notification URL isn’t pointing to Zapier, but I’m not sure how to figure out which button or service is causing the problem. #HELP!!
