I have a Zap that it suppose to update Mailchimp when a field is updated. the issue is, it only appears to work with existing records, that I then change to meet the criteria.
If I create a new record that meets the criteria, it doesn’t do anything. why?

NEW Record is different than an UPDATED Record.
In other words, a NEW Record hasn’t been UPDATED yet.
So you’d need another Zap to check for NEW Records that meet the designated criteria, perhaps using a filter.
I don’t seemed to able to add a criteria, to a Zap that has Create Record as a trigger
