Is there a detailed list of what permissions Zapier needs in order to connect to MS Teams? I know what O365 admin accounts are needed but what admin features does Zapier need access to exactly?

The account connected to Zapier must be a member of one of the following administrator roles: Global Administrator, Security Administrator, Security Reader or Privileged Role Administrator.
The access rights that Zapier will have will be any that are associated with the relevant role above - you can’t tweak that within Zapier. I hope that helps!
