Too many "steps" to turn on Zap

I’ve set up and tested my Zap - all good. I can’t turn it on though. The error message says I have too many steps and need to upgrade from the free version. 

How many is too many steps?

Zapier Free plan allows Zaps with 2 Steps (1 Trigger + 1 Action).
