It sounds like you want to trigger on a WPForm submission, then send an email with the submitted data attached as a PDF? Am I on the right track?
If so, I would first look into setting up notification emails directly with WPForms directly (https://wpforms.com/docs/setup-form-notification-wpforms/) and see if that suffices.
