In the Starter Plan, you can use 3 premium apps. My question is: Can you only use the premium apps 3 times in total or can you use the same 3 premium apps multiple times?

You can use the same 3 premium apps multiple times 

Can you choose which three premium apps are used in your account or is the list of premium apps limited for the starter account by type or features?

I received the following answer from support at Zapier:

“The Starter Plan allows you to integrate up to 3 premium apps; you can choose whichever. You are limited to the number of premium apps but not which ones to select. “
