Hello- I am looking for a service/platform that allows me to add my contacts- say while writing an email in outlook to my mailchimp marketing list- is Zapier the program that can assist with this?

Yes, you can set up a zap in Zapier that triggers when a new contact is added in Outlook and have it add that contact to Mailchimp.
