If there are two reactions, the second reaction is not recognized.
Reaction 1 is recognized, but Reaction 2 is not.
What should I do?

I looked into this. It appears that it only allows for one reaction per message and I could not quickly find/think of a solution or work around for when you have multiple reactions.
I would instead recommend that you implement whatever zap you are using for both emojis into a single zap that is associated to one single reaction. Therefore you can have various reactions with various workflows attached to each and pick your reactions accordingly.
