Zapier currently supports triggers and actions for Chargebee customers and subscriptions, but not quotes.

Most apps on Zapier are built and maintained by the app developers themselves.
Zapier keeps an internal list of app feedback and feature requests to share with the app developers.
The Chargebee API can be used for Quotes: https://apidocs.chargebee.com/docs/api/quotes?prod_cat_ver=2
App APIs can be used in Zaps with the Webhooks app as an action step: https://zapier.com/apps/webhook/help
