I know it’s possible to trigger a Zap when insights are published, but I’d like each highlight to trigger a Zap instead. (Context is I want to send Zaps from Dovetail to Kitemaker.)

You can try asking Dovetail Support if webhook events are supported for Highlights.
Otherwise, you’d likely have to look into using the Dovetail API:
