after the user create a submission in Jotform , Jotform are able to make a PDF. However, the PDF unable to send to zapier and send to other software. E.g. infinity and telegram bot successful.
Can any apps or software can help to make this happen? I was urgent to do this, please assist. Thanks

Hmm, the Telegram app only has two actions available, neither of which mention the ability to upload a file:
Are you wanting to attach the file to a message that’s sent by Telegram?
Let me know whether that’s the case as there’s an existing feature request for the ability to do that which I can add your vote too! 
For the Infinity app, it has a File Upload action that should allow you to upload a PDF file:
