Is it possible to read the name of a file in google drive and extract characters and then perform an action with this?

In programming it would be something like: if extract(name,startcharacter, endcharacter)="value" then do this…

 

What I want to do is that when the name of a file starts with 3 characters, a new row is added in google sheets
