I am trying to make custom Zapier actions, triggers and search for my work. So currently I have successfully made action which connects Zapier with some apis and produce result.
So my question is “How can I test that action with already supported trigger like changes in google doc?” and “Is it mandatory to publish my custom zap for testing purpose?”

You may not need to create a custom app.
The Webhooks app or Code app can be used in Zaps to use an app’s APIs.
