This is odd - usually, if you *have* to select a specific person that field would be marked ‘required’. As it’s not required in this case, it should pull through incident for all users.
I'm going to flag this post for the Zapier Community Team. They should have more insight on this and can escalate to the support team if needed.

We’d created a support ticket on your behalf then one of our support staff had gotten back to you. Since that didn’t seem to work, if you’re still having problems your best bet is to contact our support team directly via our website.

Could you provide me with a link to the Zap in question (open the Zap in your browser and copy the link from the address bar) and provide me with a couple of screenshots to visually indicate this? That way I'll be sure to look at the same thing.
