Has this been worked on? What is the status of the feature request? Is there an ETA on the functionality being added?
Also, for the benefit of myself and the community, how can we (a) view, and (b) “upvote” open Zapier feature requests?

Unfortunately, the feature request is still open. In the meantime, I have added you to the open feature request to allow users to upload/move a video to a specific folder. While we don’t have a specific timeframe for the features implementation. We will let you know once the feature has been added to Zapier.
In the meantime, you can stay in the loop/follow along with updates on the main thread here:

Most Zap app integrations are created and maintained by the app developer using the Zapier Developer Platform.
There is no public list showing feature requests to vote on.
