How do I reformat an address when certain values contain no data

I have a number of address lines, for example:

 

Address Line 1: Output Value

Address Line 2: Output Value

Town: No Data

City: Output Value

Country: Output Value

So if the value does not have data it creates a gap in the google doc spreadsheet. I want to be able change this so that it returns the next line and deletes the gap. 

 

I know google docs has an option to remove unused values when mapping but I need to return the next line, please could someone help?
