I was asking the AI various ways and everything it pulled up was for rNew] tickets. As is the case with many zaps across many apps - all focused on New item triggers. But if I want two way syncing, I’d like to do an initial sync first.

No. Zapier does not support two-way syncing between apps right now. Think of Zaps like one-way workflows.
In certain scenarios, you can fake two-way syncing by setting up two different Zaps that perform opposite actions. For instance, you could have one Zap that creates a new spreadsheet row for every new contact created and another that creates a new contact for every new spreadsheet row.
Be careful not to create a Zap Loop. Learn how to avoid Zap loops.
Thanks. I didn’t think it did, so when I said that I meant more two zaps for sending data each way. However the first challenge is how to get all the existing tickets in Autotask to be created in Monday.com

At the moment, Zaps are only built to look at new and incoming information, and won't process existing data. You can read a bit more about this here: https://help.zapier.com/hc/en-us/articles/8495906143373
This means that data created before the Zap is turned on won't be pulled in automatically.
That said, if you're able to export that data as a spreadsheet or CSV file, you may be able to “import” them using a separate Zap. This guide has some great visual references for getting that workaround set up: https://help.zapier.com/hc/en-us/articles/8496274335885
