How can I avoid creating duplicate bills in Xero during Looping?

I've seen this post:

Getting rid of no data/item line from Xero | Zapier Community

This method works and deletes empty lines but I end up creating a new bill for each item as it loops through, with all items on each bill created. I can't move the final step of creating the bill off the loop - help!
