Get row id based off cell data from a different sheet

App: SmartSheet

I have 2 sheets, lets call them A and B. I am copying data to sheet B, from sheet A, when a check box is marked true on Sheet A (using Zapier Filter)

I would like to add a task, or filter, to take cell criteria from sheet A, to see if it already matches any rows in sheet B before creating a new row on sheet B.

How can I return the row id from sheet B, if criteria from sheet A - column C matches any row in sheet B - Column B?

It does not appear to be possible yet, without any backend coding. Am I wrong?
