I haven’t set up this Zap myself but I’m pretty confident that you can do it using the admin account. There’s a Reassign agent action that sounds like it does what you need it to: Assign a different agent to this contact.

I went ahead and took out the other agents and just have a zap from the admin account. I’ll let you know if that fixed it.
