I want to set up a Zap which sends data from a FaceBook Lead Ad, to BOTH my own email management system, and to someone else’s email management system, simultaneously. (I’ve already got it working with my own email management system).
Is that possible using a Multi-step Zap? Is it just a matter of entering their details and confirming that it works?

Yep, you’d just need to get their login details for the email management system you're connecting to, so you can add it as a connected account like you did your own. Or you can give them access to your Zapier account and let them do it for you - whichever you feel is the better option.
