I need to download the entire data set using at API call. 

The way it is set up now will only bring in one single data record and not all records. 

I am stuck on how to retrieve the entire data file.

Help links for using the Webhooks Zap app: https://zapier.com/apps/webhook/help

Zap trigger: Webhook - Retrieve Poll

That will check every 2 minutes for new data and return individual results.

 

If you want to make a custom API request, then that would need to be done via a Zap action step.
