Can I create Premium ZAP (includes Webhook call action) and share it with others to use the ZAP, without having a premium Zapier subscription will I be able to this?

Good question.

The Webhooks app is a Premium app, and to be used in Zaps requires a Zapier paid plan: https://zapier.com/app/pricing
